The June 2026 WSIB program change
On 22 June 2026 WSIB replaced its first aid training program with one aligned to CSA Z1210:24. “Emergency First Aid” became Basic First Aid, “Standard First Aid” became Intermediate First Aid, and certificates must now be issued by a provider approved under the new program.
WSIB’s provider application window closed on 15 January 2026, and WSIB has said it does not anticipate reopening applications for approximately five years. If you have not checked your current provider’s status since June, it is worth doing before your next audit.
What Regulation 1101 requires
R.R.O. 1990, Reg. 1101 under the Workplace Safety and Insurance Act sets first aid requirements by the number of workers on a shift:
- 6–15 workers per shift — a worker holding a valid Intermediate (Standard) First Aid certificate must be in charge of the first aid station
- 16–199 workers — as above, plus a stretcher and two blankets
- 200+ workers — a first aid room in the charge of a registered nurse, or a certificate holder whose other duties do not compromise first aid response
- Section 1(1) — WSIB Form 82 and the certificates of trained workers on duty must be posted on the notice board
- Certificates are valid three years; first aid boxes are inspected quarterly
Reg. 1101 does not itself name CPR — CPR is a component of the certificate. Note also that the regulation binds employers covered by the Workplace Safety and Insurance Act; privately-operated retirement homes are currently excluded from mandatory coverage, although the province announced in April 2026 an intention to extend coverage to them.
We arrive already cleared to work in your home
Under the Fixing Long-Term Care Act, 2021 s. 2(1), a trainer working in your home under contract counts as “staff”. That triggers s. 81 screening and O. Reg. 246/22 s. 252(3) vulnerable sector checks, s. 82 orientation, and the screening and immunization requirements of s. 102(12) and the Ministry’s IPAC Standard. The “occasional maintenance or repair” exemption at s. 262 does not cover trainers.
We hold the full package and send it with the quote:
- Commercial general liability insurance — certificate provided, additional-insured endorsement on request
- WSIB clearance certificate
- Vulnerable Sector Check for every instructor
- TB screening and immunization records, including influenza and COVID-19
- N95 fit-test certification
- We will complete your own orientation and sign your vendor agreement
Why an online platform can’t close this gap
Learning platforms handle your annual statutory training well. A first aid certificate is different: it requires a hands-on skills assessment with a qualified instructor, which an e-learning module cannot sign off. We are the practical component — delivered at your home, scheduled around your shift patterns, with one manikin per student so nobody is standing and watching.
Courses
Intermediate First Aid
Blended format: an 8-hour in-class day plus online training. Includes CPR & AED. Meets the Reg. 1101 requirement for shifts of six or more workers.
Basic First Aid
8 hours, includes CPR & AED. For smaller shift complements.
Recertification
Blended — online component plus one in-person day. For staff whose certificate has not yet expired.
Mask Fit Testing
N95 quantitative fit testing, available as an add-on to any session.
How it works
A note on budget timing
Staff training is an eligible NPC/PSS envelope expense — the Ministry’s Guideline for Eligible Expenditures lists the cost of employing educators, teachers and trainers. Long-term care homes reconcile on a calendar year, and unspent envelope funds are subject to recovery. A session booked before year end converts money the home would otherwise return into documented compliance.
